Organizing Science Enterprises to Support Production and Delivery of Actionable Information on the Current and Future State of Earth Systems
Abstract
To meet the needs of a rapidly changing world, the United States Geological Survey (USGS) is organizing a multi-year effort to design and build an integrated predictive science capability focused on Earth monitoring, analyses and prediction. This initiative will combine USGS and partner capabilities to monitor, assess, simulate, and predict current and evolving dynamics of complex Earth systems. When fully realized, this activity will link the USGS's rich data sets and diverse earth- and natural-science expertise, collaborations with partners and stakeholders, and integrated, predictive models enhanced by advanced technologies, to deliver accurate, timely and actionable information to support decision-making. Internally, this initiative requires connecting scientists across disciplines and geographies, innovating approaches to scientific data collection and interpretation, developing new techniques to test and improve the effectiveness of predictive modeling, and forging strong and durable collaborations and partnerships. Implementation is envisioned as the convergence of three foundational components: data and information integration, integrated predictive science, and the creation of actionable information customized to meet stakeholder needs. USGS will leverage existing science projects and support activities, and when all three foundational components are represented in a programmatic activity, the USGS and its stakeholders will realize and benefit from the full potential of this initiative. Under this model, successful projects and activities will (1) be interdisciplinary and collaborative, (2) deliver actionable information at the speed of stakeholder decisions, (3) provide comprehensive information on Earth-systems change across space and time, and (4) use state-of-the-art technologies and deliver data and information that are scientifically sound. This presentation will discuss the development of the initiative, and organizational approaches being considered to enable USGS to serve its stakeholders in new and relevant ways.
