Revised Principles for Conducting Research in the Arctic and Improving Collaborations in Science
Abstract
Researchers working in the Arctic have a responsibility to respect local culture and knowledge and advance stewardship of the Arctic environment. Stakeholder and community engagement are essential components of both convergence research and scientific collaborations. For example, today's researchers often work with local and/or Indigenous communities that have their own research priorities and activities, have developed ethical guidelines, and participate in research activities from design and data collection to analysis and publication. Increasing awareness of the need to engage with Arctic communities on the pressing issues facing their environment, and the need to strengthen research conduct guidelines, prompted United States Interagency Arctic Research Policy Committee (IARPC) agencies to revise the IARPC Principles for the Conduct of Research in the Arctic. An IARPC Principles Revision Working Group prepared revised Principles after seeking and receiving diverse input from Federal, State, and local agency representatives, Alaska Native people and organizations, academic organizations and individual researchers through outreach efforts, listening sessions, and two Federal Register open comment periods. The core Principles for Conducting Research in the Arctic are: Be Accountable, Establish Effective Communication, Respect Indigenous Knowledge and Cultures, Build and Sustain Relationships, and Pursue Responsible Environmental Stewardship. These new Principles addressed the ethical concerns of today's Arctic researchers and communities; promoted broad participation in the revision process through engagement with Arctic residents and other stakeholders; and are intended for wide dissemination and practice to promote equitable and effective collaborations across disciplines and knowledge systems in the Arctic.
