Application of Robust Decision Making for Managing Water Quality of Estuarine Reservoir Using SWAT+ and EFDC Linkage Model
Abstract
The estuarine reservoir is an artificial lake formed in the estuary through the construction of a seawall at the point where the river outlet point meets the ocean. When the newly generated reclaimed area is used as agricultural land, the freshwater lake can have an important role as agricultural water resources, and the water quality problem of the freshwater lake becomes an essential factor in farming activities. For managing the water quality of the estuarine reservoir, there are two options, which are the watershed management plan and the reservoir management plan. And it is crucial to analyze the impact on the water quality of the lake according to applying management plans before establishing a plan for managing the quality of freshwater lake water. However, because managing the water quality of the reservoir can have deep uncertainty with the long-term plans, decision-makers confront analytical decision challenges by the multi-objectives. So, in this study, a robust decision making framework was adopted for the water quality management and we analyzed the applicability of robust decision making framework and evaluated the watershed management plan. Because it is effective to simulate the fresh water quality by the water quality management scenario using hydrological models, in this study, a recently developed SWAT + model was used for simulating the watershed flow, and water quality and EFDC (Environmental Fluid Dynamics Code) model was used for simulating water level and quality changes of the reservoir, respectively. Besides, parameter optimization was also conducted to increase simulation accuracy by linking the two models.
