Potential Environmental Implication of Feebate Dissemination Policies for Electric Vehicle
Abstract
Electric Vehicles(EVs) have been getting more attention for their environmental benefits to global climate change. Governments have implemented various policies to promote the dissemination of EVs for reducing anthropogenic air emissions in the transportation sector. Feebate has been recognized as effective leverage to propagate political impacts. However, it is hard to find related studies for the environmental impacts of EV dissemination policies.
This study aims to evaluate the EVs dissemination potential of the feebate (fee + rebate) system which can make EVs replace internal combustion engine vehicles(ICEVs) and estimate the environmental benefits of the feebate policies. This study also provides the possible contribution of EV dissemination to environmental improvement with regards to particulate matters and greenhouse gases. First, we estimate three different scenarios for EVs dissemination - BAU scenario, incentive scenario, and feebate scenario - using system dynamics approach. Second, the environmental justification of this study for EV dissemination considering various environmental categories reveals the socio-economic motivations for people's decision. Third, we assess the optimal scale for EV dissemination in an environmental standpoint. By illustrating the trade-offs between ICEVs versus EVs for the feebate system, the results from our study can help the political decisions for EV dissemination and related positive environmental implications for greenhouse gases and particulate matters.
