Knowns and Unknowns Supporting Urbanization and Environmental Policy
Abstract
Much evidence supports the proposition that urbanization alters the environmental regimen of the land, water flow and quality, and biota. This evidence has provided the basis for regulation designed to minimize flooding and to limit degradation of water quality. Most such regulation relies heavily on impoundments to achieve desired objectives, less often on vegetation and permeable surfaces. At the same time, while the logic of McHarg's Design With Nature is persuasive, with some evidence to support it, land utilization is expanding suburbia does not appear to reflect either policies or practices commensurate with such principles. What mix of science or social values influences the choices being made?
