ESRO's telecommunications programme and the OTS project (1970-1974)
Abstract
The ESA History Study Reports are preliminary reports of studies carried out within the framework of an ESA (European Space Agency) contract. They will form the basis of a comprehensive study of European Space activities covering the period 1959-1987. ESRO, the European Space Research Organization, had been formally established by ten European countries in 1964 as an organization solely devoted to space research. The first phase of implementation of ESRO's telecommunications program and the definition of the OTS (Orbital Test Satellite) project are discussed. The telecommunication program involved a large scale technological effort in key industrial sectors, with important financial investments and promising returns on the commercial level. The OTS project's industrial policy aspects involved the choice of the contractors for building the satellite and its earth control station.
