Viking - A positive management experience
Abstract
An evaluation is made of the management lessons learned in the course of Viking spacecraft development by the JPL, beginning with the process of mission advocacy in 1967 and proceeding through rephasing (1970), design development (1970-1974), test operations (1974), and flight operations (1975-1976). Attention is drawn to the advantages that accrue to assigning technical/schedule responsibility for each area of effort to a technical manager, early investment in hardware development and testing, and the use of a flexible staffing concept. It is noted that realistic cost estimates can be developed prior to the expenditure of funds.
