Inviscid singularity and relative diffusion in intermittent turbulence

A scaling theory of asymptotic phenomena that obey power laws in length and time scale (the conditions of fully developed turbulence) is summarized. A statistical variational principle is discussed which makes it possible to determine scaling exponents explicitly.
