Extension of mobile satellite communications to the polar regions
Abstract
A limited satellite communications service in the polar regions is desirable in view of the poor performance of existing high frequency systems; these suffer from blackouts, especially during polar cap absorption events. This need will be felt more strongly as scientific expeditions become more numerous and as prospecting for minerals begins. Since it is not certain that communications systems in these areas will ever prove to be commercially viable, an international effort will be required. It is thought that a low-cost system that combines a search and rescue function with a limited communications capacity and that can also provide such other advantages as localization functions in other parts of the world would be most satisfactory. Such a system, however, must entail a minimum number of modifications or additions to the Inmarsat system and must be compatible with communication and search and rescue terminals.
