Policy considerations for a direct broadcasting satellite system for Canada
Abstract
A Direct Broadcasting Satellite (DBS) service would significantly contribute to Canadian broadcasting objectives through the extension of services to regions presently unserved, in the near term, and in the long term by functioning as a national broadcasting system element of unique flexibility. A phase DBS system implementation may begin with an Anik C satellite-based service, and then expand to constitute an interim, but true, DBS system using two or three of Canada's assigned orbit positions. The ultimate Canadian DBS system would employ all six assigned positions. Because of the system's high initial capital costs and because of the diversity of broadcasting industry interests which will have a role in its definition, institutional agreements will have to be reached before a commitment can be made to proceed with implementation.
