Synthesis of a plane layered medium with the reflectivity phase continuously variable over 360 degrees

It is demonstrated that for any complex conductivity hodograph of a thin controlled layer, a plane layered medium containing two controlled layers can be constructed whose reflectivity varies over 360 degrees, while the modulus remains essentially constant. The medium structure and controlled layer parameters are determined.
