European approach to the management of a direct satellite broadcasting system
Abstract
The concept of direct satellite broadcasting has made steady progress since the early 1970's. After a consideration of the specific characteristics of this system, within the telecommunications framework, a brief account is given of the principal results of the World Administrative Radio Conference of 1977, which established a plan for satellite broadcasting in the 12-GHz band. Several broadcasting organizations, members of the EBU, are already studying the possibility of putting this new broadcasting technique into practice and it can be expected that several satellites will be in operational use in Europe before the end of the next decade. The various possible ways of managing a system, based on such a satellite, are considered by attempting to assess their advantages and disadvantages. These range from purely national solutions to a European approach.
