A study of fire safety effectiveness statements
Abstract
Key factors affecting life safety from fire in buildings are identified through analyses of variables obtained from a literature review. Existing systematic methods for grading fire safety are reviewed and evaluated for their potential in formulating Fire Safety Effectiveness Statements. None of the existing methods are found to be fully appropriate, hence utilization of the key life safety factors is suggested as a method to satisfy immediate needs to evaluate the level of fire safety in existing buildings. Concepts of implementation of Fire Safety Effectiveness Statements are addressed, specifically, measurability of key life safety factors, economic impact, and socio-legal utility.
