A leased military satellite communications system for the early and mid-1980's
Abstract
In the fiscal year 1978 budget review, the funds for the Fleet Satellite Communications system were deleted in favor of converting to a policy of leasing commercial satellite communications to satisfy this communications requirement. A directive was issued to provide technical, programmatic, and fiscal details of system alternatives for the satellite communications service desired. The present paper deals with the methodology employed in defining the leased satellite system, the results of the study, and the current status of the program. The results of the study indicate that the program cost to the DoD is lower for the buy option than for the lease option; however, no clear lease/buy preference was made, because the Government cost analysis included factors such as discounting, escalation, and taxes, which favor either option depending on the rates employed.
