Earth Observation Application Products from the Open Data Cube addressing Sustainable Development Goals and contributing to Global Policy Frameworks
Abstract
Achieving sustainable development and addressing local and national needs requires access and analysis of large EO datasets, and the use of complex tools and algorithms. This creates barriers for many users particularly for communities in developing countries where resources for data storage and data analysis are limited. The Open Data Cube (ODC) initiative, founded by the Committee on Earth Observation Satellites (CEOS), plans to address this challenge by building the capacity to use satellite data to address local and national needs through a standardized and free data system that enables users to easily access and analyze EO data for sustainability.
The ODC has developed and demonstrated three algorithms that directly address separate United Nations Sustainable Development Goals (UN-SDG) using a data cube. These include SDG 6.6.1 (Change in the extent of water related ecosystems over time), SDG 11.3.1 (Ratio of land consumption rate to population growth rate) and SDG 15.3.1 (Proportion of land that is degraded over total land area). These open source algorithms, written in Python, have been used to create sample application products that are available to any country with a data cube. Sample results will be shown and assessed in several diverse parts of the world to show the value of these application products. Though these examples are focused on UN-SDGs, there are direct benefits to other global policy frameworks, such as the Sendai Disaster Risk Reduction Framework and the Paris Climate Agreement. These frameworks will certainly benefit from data and application products related to water extent, urbanization and land degradation. In addition, it is important to note that these applications are of high interest to National Statistical Organizations (e.g. DANE in Colombia), national mapping agencies and national ministries (e.g. Ministry of the Environment).- Publication:
