Identification of social and economic difficulties associated with the introduction of solar energy devices
Abstract
An analysis of the availability of solar radiation, the performance characteristics of solar systems, and the market potential for solar components is presented. Conclusions indicate that the potential for utilizing solar technology in the Federal Republic of Germany is considerable. The most serious difficulties are the lack of economic attractiveness for individual users, the presently low level of social acceptance of the new technology, and restrictive interpretations of zoning laws and building codes. Policy measures which are being proposed include legislative and administrative steps to eliminate zoning and building code restrictions, demonstration projects in the public and private sector to improve social acceptibility, and grant or subsidy programs to increase the economic attractiveness of the new technology.
