Abstract
Meteorologists analyze phenomenon of severe rains relation with global warming. Every year severe rains have damaged cities and local villages in Japan. In some cases, the effects of global warming were found to be significant. Casualties has been increasing in nursing homes by these severe rains in Japan. The government regulates land and mandates disaster evacuation drills. Land regulations apply only to newly nursing homes, so they do not apply to facilities that are already constructed. It is famous for inverted triangle of the population pyramid that vulnerable people is seniors in natural disaster in Japan. On the other hand 1995 Kobe earthquake killed not only seniors but also young generation. Most universities'' students and young generations lived in a building with poor earthquake resistance.
