Integrated assessment on four Veracruz municipalities climate change plans.
Abstract
The Veracruz state in Mexico represents the most vulnerability region at the gulf of Mexico, the Government had the most complete studies from the Veracruz University, INECOL and UNAM to face the vulnerability of the biophysical systems, reduce impacts on the economy and being prepare for public health impacts on the society; those were part of the first Mexican action plan on climate change, that includes strategic actions to the Veracruz Government in order to establish a state public policy on adaptation and mitigation.
In spite of that knowledge, the Environmental Authorities at State level decided to leave to the local authorities the responsibility to build their own local action plans based on a methodological guideline to prepare their own action plans, but their forget about evaluate their plans with the active participation of the society; that's why the Earth Sciences Center use the integrated assessment framework to evaluate the local climate action plans, the results were not good or even shocking, the stakeholders keeps a great concern for the results of the new reality on the Climate Change at local level.- Publication:
