Authority and access to the cassiterite and coltan trade in Bukama Territory (DRC)
Abstract
Conflict-mineral reforms resulted in territorialisation and a redefinition of access. Lack of central intervention and legal frameworks led to locally negotiated solutions. Local access arrangements helped extending authority to local state institutions. Reforms resulted in clearly organised supply chains and better mineral flow oversight. However, reforms made access provision to mineral trade more obscure.
