The Influences of Air Pollution Policies on Pollutant Control in Beijing-Tianjin-Hebei Region from 2013
Abstract
In 2013, China's State Council issued 10 measures for the prevention and control of atmospheric pollution. After that, pollutant control measures released in the Beijing-Tianjin-Hebei region increased. This paper proposes a method to quantify the impact of control measures.
This paper sorted out the measures released (from 2013) in the Beijing-Tianjin-Hebei region. The reduction rates of pollutants emission were calculated based on these measures. The pollutant emission reduction rate of different measures was calculated according to the target value of the measures and the pollutant emission reduction rate. The implement scope, time, and emission reduction efficiency of each measure was extracted as characteristic parameters, and selected population, tax points as supplementary parameters. Based on the product price model and the improved IPAT model, a new measure currency model was established. Measures were quantified as specific cost values. Part of the data was obtained from field research and environmental data. From the perspective of pollutant control, the most powerful control is PM and NOx. The PM and NOx control rates were 14.5% and 21.25% in Beijing, 17.5% and 14.3% in Tianjin, 13.8% and 15.1% in Hebei Province, respectively. The least control is VOCs, with the highest average removal rate in Beijing (ca. 18%), and much lower in Tianjin and Hebei provinces (3.75%). It indicated that the control of VOCs need to be strengthened in future. From the perspective of energy structure adjustment, after all measures were averaged by region, the energy structure adjustment costs were 13,238 yuan in Hebei Province, 3,143.7 yuan in Tianjin, and 2,081.4 yuan in Beijing, respectively. In terms of the proportion of measures and control, Beijing focused on road traffic and new energy promotion. Tianjin focused on coal-fired transformation and dust control. Hebei Province put attention to motor vehicle control, ultra-low emission of coal-fired units, and industrial sector control. On the whole, the energy structure adjustment is difficult for Hebei, consistent with Hebei's industrial structure dominated by steel and chemicals. The cost of motor vehicle control measures is relatively large in Beijing. The cost of measures is relatively even in Tianjin.- Publication:
