We present phenomenology describing internal structure and dynamics of mixing/turbulent zone formed in the result of acceleration push of heavy fluid into light one, provided the fluids are immiscible. The Kolmogorov cascade is formed between the integral scale L∝ t^2 and the viscous scale η∝ t-1/4. The surface tension effects lead to formation of emulsion-like state with a time-dependent typical drop size l. If l≫ η, Zakharov wave energy cascade related to weakly interacting capillary waves propagating along the drop's surfaces co-exists with the in-volume Kolmogorov cascade.
