I will first give a theoretical treatment for calculating the expected extragalactic absorption by IR photons in the TeV spectra of low-redshift sources and by IR-UV photons in the spectra of multi-GeV high redshift sources. I will then discuss how this proce dure can be reversed to give upper limits on the IR background derived from present TeV observations. I will also discuss how comparisons of TeV spectral data with calculations from derived extragalactic IR SEDs can be used to obtain further information about the IR background. In this regard, I will pay particular attention to the implications of the multi-TeV spectral observations obtained by the HEGRA group.
