The static and dynamic properties of mask design used in manufacturing CMOS blocks for VLSI circuits are studied. The method implies a design by successive specification improvements. The choice of algorithm and of functional blocks are discussed. It is shown that the proposed regular structures are easily adapted to automatic design, and that VLSI circuits must be seen as a set of functional blocks rather than complex logic gate circuits.
