l-window model for complete fusion

We suggest a simple interpretation of the existence of a low-l cut off in the angular momenta leading to complete fusion. An l-window model for the description of the fusion process is proposed. No adjustable parameters are used in the calculation of the cross section. Comparison with available TDHF calculations and with experimental data are shown.
