Material certification and material-certification effectiveness
Abstract
This synthesis is of interest to materials engineers and others concerned with procedures for assuring the quality of materials used in the construction of highway facilities. Detailed information is presented on various types of certification plans and on the characteristics that determine their degree of success. Highway agencies carry out procedures for inspection, testing, and evaluation of materials used in construction of their facilities. Some agencies employ certification acceptance as part of their quality assurance programs. This approach saves time and money as well as improves quality. Information on various approaches to material certification is included and the importance of verification of the validity of the certification by use of independent random sampling and testing is emphasized.
