A satellite-based concept for ATC position determination and data link services
Abstract
A new concept for providing satellite-based position determination (with an option for navigation) and data link communication service for air traffic control is described. The system is configured to be compatible with the Mode-S avionics equipment planned as replacement for the transponders in the current ATC radar beacon system. The paper addresses the feasibility and requirements of a satellite-based system for accomplishing the reliable interrogation of aircraft Mode-S transponders, the reception and 'degarbling' of the resulting replies, and the processing of these signals to obtain accurate position location and data-link information. The basic system concept is described, including an exemplary signal structure, the satellite system components, the ground control stations, the signal processing system, and the expected performance characteristics.
