The 1985/87 Space Planning Conference
Abstract
A resolution of the Final Acts of the World Administrative Radio Conference, Geneva, 1979 is concerned with the use of the geostationary orbit. The resolution calls for the convening of a World Administrative Radio Conference with the objective to find means 'to guarantee, in practice, equitable access to the geostationary satellite orbit for all countries'. The Conference will be held in two sessions, including a session scheduled for 1985, and a session scheduled for 1987. The Space Planning Conference (WARC-85/87) can bring about profound changes concerning the way in which Administrations gain access to orbital positions and frequencies for their satellite systems. The issues leading to the decision to convene the Space Planning Conference are examined, and the 1977 broadcasting-satellite service (BSS) plan is considered. Preparations for the Space Planning Conference are discussed, and attention is given to planning approaches and their evaluation.
