EMC and the WARC-79 - Planning in the fixed-satellite service
Abstract
The utilization of the geostationary orbit-spectrum resource is constrained by problems of EMC between systems. This paper attempts to show that, in order to maximize the yield of the orbit-spectrum resource for the common and equitable individual good of administrations seeking guarantees for access to that resource now or in the future, it would be harmful to embark on an a priori orbit assignment plan for the fixed-satellite service along the lines of the Broadcasting Satellite Plan 1977. Regulatory measures are identified by which the fixed-satellite service could expand its options sufficiently to eliminate any fear of orbit saturation. Finally, a dynamic planning approach is outlined which could extend access guarantees to future users.
