FLTSATCOM program review - Requirements, design and performance
Abstract
The paper deals with the Fleet Satellite Communications (FLTSATCOM) system which, in view of the inherent weakness of HF radio for beyond line-of-sight communications, was developed by the Navy to provide the 24-hour all-weather availability, high capacity, and low error rate needed to support modern communications, command, and control requirements. The high-performance characteristics of the spacecraft are described, along with the difficulties and problems encountered during the development and production stages.
