Refinement and pilot-testing of a process for generation and use of frequency requirements plans
Abstract
The study develops a process for the determination of radio frequency spectrum demand, and tests on a limited basis the application of this process in three Government agencies (NASA FAA and USAF). The process involves the development of frequency requirement projections for short, immediate and long time frames. These projections are based on agency derived spectrum demand determinations, e.g., number of landings and takeoffs, number of launches, number and type of projected missions, budget projections, etc. A process is defined for evaluation of agency spectrum projections and the determination of spectrum impact.
