Relaxation transitions in spin systems

The omission of the relative importance of relaxation vs. spontaneous transitions in spin systems leads to the erroneous radiation equilibrium equations, used sometimes in the theory of asers. The (incorrect) assumption that spin temperature and lattice temperature be equal gives rise to the same erroneous results. A more general equilibrium equation is given.
