On the Origin of Radio Emission from Cosmic Gas Clouds.

It is shown that the delicate balance between absorption and stimulated emission for free-free transitions in a gas plasma can lead to a negative as well as a positive "effective" absorption coefficient and hence to amplification of the spontaneous emission.
